Council Highlights

WATFORD, ON – At its regular meeting on Monday, June 12, 2023, Warwick Township Council:

  • Acknowledged the ancestral lands that Warwick Township is located on.
  • Heard a verbal update from the CAO/Clerk on the Emergency Management and Civil Protection Act compliance results for the Township for 2022.
  • Heard a verbal update from the CAO/Clerk on the Canada Post P.O. box review timeline for Watford services.
  • Heard a verbal update from the CAO/Clerk on a process change for correspondence on Council agendas.
  • Held the Consideration Meetings for the Eastman-Van Aert Drain 2023 and the Hagle Drain 2023.
  • Held the Court of Revision Meeting for the Miner Drain 2023.
  • Heard a presentation from Brian Horner, General Manager and Mari Veliz, Healthy Watersheds Manager from Ausable-Bayfield Conservation Authority on a proposed cost apportioning agreement.
  • Received and filed reports on Surplus Tax Sales, the Watford 150th Anniversary Celebration, June is Parks and Recreation Month, and a Canada Day Update.
  • Approved a 50% reduction in facility rental fees for the Warwick Community Centre for the 60th annual S.S. #19 annual picnic.
  • Approved a request from the Watford Legion to continue partnership with the Township of Warwick to offer dinners at the Legion.
  • Directed the Public Works Manager to investigate the implementation of a pilot project to reduce kitchen organic waste and report back to Council.
  • Approved a request from a local resident for additional dust control to be applied to a municipal road in advance of a private event, at the sole cost of the requestor.
  • Approved a request from Brooke Telecom to waive all rental fees for the use of the East Lambton Community Complex (ELCC) to host a Customer Appreciation Event.
  • Approved a one-year extension to the Joint Farm Land Lease Agreement with Waste Management and John Van Gorp.
  • Lifted the report on a Parking By-Law amendment from the table and approved a fee increase to the cost of parking tickets from $40.00 to $60.00.
  • Approved a Fire Dispatch Services Agreement with the Sarnia Police Services Board.
  • Lifted the report on a Site Plan Deposit Policy from the table and approved Option 1 – Cost Percentage Model which requires a deposit of 20% of the value of works on private lands and 70% if the works are on public lands.
  • Approved the quote supplied by Watford Ford at $130,281.00 to supply and deliver two current model four-wheel drive crew cab pickup trucks.
  • Received and filed a Public Works update report.
  • Directed the Public Works Manager to investigate the costs associated with the provision of transport truck parking and the installation of traffic lights at the intersection of Nauvoo Road and Confederation Line.
  • Awarded the tender for the Birnam Line Asphalt Replacement to Sevcon Paving for $794,799.50 plus HST.
  • Awarded the tender for the Culvert 41 Rehabilitation Project to Theo Vandenberk Construction Inc. for $35,110.00 plus HST.
  • Awarded the tender for the Woolvett Drain 2022 to Van Bree Drainage & Bulldozing Ltd. for $67,548.55 plus HST.
  • Directed the Mayor and CAO/Clerk to sign and execute all written resolutions in regards to the Bluewater Power Annual General Meeting.
  • Approved a Revenue Sharing Agreement, in principle, with Waste Management on the proposed Renewable Natural Gas Project at the Twin Creeks Landfill site, in compliance with Township’s Community Commitment Agreement.
  • Approved the provision of a Letter of Support from Council to Waste Management and Enbridge on the proposed Renewable Natural Gas Project at the Twin Creeks Landfill site.
  • Approved the Tax Rate By-Law for 2023.
  • Approved the Public Committee Member Appointment By-Law.
  • Approved a Littering and Dumping By-Law for Warwick Township.
  • Noted that the next regular Council meeting will take place on Monday, July 10, 2023 at 3:30 p.m. The meeting will be held in Council Chambers at 5280 Nauvoo Road and livestreamed to the Township of Warwick YouTube account.
